I thought ALL fees had to be paid up front.

No, it doesn't have to be.

However the CIC guide tells you as such: http://www.cic.gc.ca/english/information/applications/guides/3900ETOC.asp#pay-fee
Note. We strongly recommend paying the Right of Permanent Residence Fee along with your processing fees. By doing so, it will reduce the processing time of your application.

You can wait for them to ask, but this puts a delay on your application when it comes time to collect the fee, as opposed to having the fee paid in advance so no extra steps are needed.

When I go back to a document to change an answer, sometimes it is grayed out or the drop-down doesn't work anymore.

I haven't clicked on the "Validate" button on any of them yet.

Which form is that? Would be able to answer the question better if we know which form you are trying to change.

I was able to click on the arrow to get the pull down list. If you have no luck in getting a pull down list on the arrow, I would suggest you reopen the document from the CIC website and resave it again. If you have already completely filled it out. Save the new document from the website under a new name so you won't have to overwrite the completed document. Then copy and paste the info to your newly saved document.

Not sure of this particular problem, but in general lots of problems with the PDF files are solved by getting a better PDF reader than Adobe. Try using Foxit: http://www.foxitsoftware.com/downloads/

What do they mean I must be ONLINE to validate. Don't I just click the Validate button on the form?

I...don't quite get this either, but I have a theory that it might be something to do with the bar codes it puts on some of the forms when you fill them out....there might be a URL that the logic on the form is accessing to generate those bar codes and so you would need to have an Internet connection for it to work.

I'm on my work laptop right now so I can't try it here easily, but if anyone wants to test...just download the form, hit validate while your Internet connection is off, and see what it does

I think they meant that as long as you have access to internet, when you validate the forms, the link can access the CIC server (guessing here) or a online took that creates barcodes.

I never tried to validate the forms offline.
