EE applications are centrally processed in CPC, Ottawa. LVOs are roped in if and when needed during background checks and as facilitators for post PPR formalities. Your file is currently in Ottawa and your LVO (local visa office) can be identified here --->
Once your file is uploaded onto GCMS (Global Case Management System), you'll be allotted a UCI (Unique Client Identifier). You will get to know this number if CIC sends you a document request as it will be quoted on that letter. Until then (and even afterwards), your EE reference number is the application number for your PR application. e-APR is sent automatically on submission while very few people get the AOR at a later stage of the process. AOR was required till mid last year only for some Canada-based applicants to apply for an extension of their lapsing work permits but it is no longer required for that function so it might not be relevant anymore for a PR application.
