Honestly, read experience of so many users, looks like it depends on the officer i.e. how they see it. For many of them, it just changes from not needed to passed. Perhaps in your case, officer is just reviewing it and wanted your status to reflect most up to date position. I also submitted my app on Jan 8th and received a ghost email on 9th. Since 9th is Saturday and I am an inland applicant I believe no one has opened my application. I read some where that it is normal to receive such an email 24 hours after submission. There is a long time (about 6 month) for us to receive PPR. Did you check with your doctor if all was good? If doc says it is good and its A class or rated then you don't need to worry. good luck
