Considering that the background check is listed near the bottom of the list, I would assume you need to pass your review of documents first.

Background check involves everything. Past history, travels to various countries et al. So if any thing, currently being in land adds two countries to be evaluated against your profile (that of citizenship AND Canada) as opposed to some one who never left their home country. This multiplies if a person has lived in several of those. Hence its hard to generalize.

Update: It also includes security checks - which involves comparing your name against a global data base of known criminals. So often, having a common name results into longer background checks as opposed to having a unique name.
 
That's for sure, if the review of documents didn't pass, the status of background check should be "Not needed at this time", am I right? After that, it will change into "Not started"

Mine is 'Not started' after 4 months...so not really sure if/when it will change.

Sounds reasonable, but that shouldn't inflence the start of the BGC, but only the peroid that BGC will cost, right?

Pretty sure there are many people in the same boat. It hasn't reached 6 months yet, so there isn't necessarily anything wrong.
