They cannot and I don't blame them for it. More knowledge of CIC system reveals there are so many variables and discretion. One perspective is that if a visa officer sees an applicant from a country with more thorough background checks needed, that often might start at the very beginning. BG checks duration would considerably vary based upon other factors such as having more common name, older in age and having travelled several / many countries vs fewer ones or having just one country in profile from which it takes longer for CIC to coordinate getting more info.
If there is Canadian job or work experience involved they investigate the businesses being legitimate through various sources, like validate if the office address is commercial building for instance and probably a lot that we are not aware of.
Then there is more, they want to work more efficiently so say if they have doubts about some thing in the first review, they would want to evaluate that first so if it turns out wrong, they could refuse right away. It makes CIC more efficient apart from giving Candidates quicker response - specially when it is negative. I know it doesn't always hold up (some people get refused after a long wait), but I am pretty sure it is not their intent.
But of the things we already know of, there is enough variation that it certainly cannot take a sequence of steps and predictable time frames. That only happens when luckily a group of applications take almost the same path entirely for their process. We, being in the waiting queues of course try predicting based upon the limited info we have. But it is half the picture so it turns positive at times, and not at others.
The primary source of all this info (in case some one wonders) - is just having interacted with CIC for quite a long time now - several work permits, multiple hurdles and latter now through the PR process.
So just chill out and relax. It is a much better process now compared to the one before Express entry. It has its own issues but hopefully those would fix with time as well.
