My BG check changed from "Not needed at this time" to "Not started" a few weeks ago. Does that imply anything?
 
No, not after PR. Its part of your BG check.

Thank you, is that mandatory for everyone to fill that form. paper or electronic?
 
You will know when the case officer requests for it. Its a pdf form available on CIC website. You will need to physically sign and upload it. This is what I have understood reading through the other topics on the forum.

I may be wrong (please correct me if so), but as far as I know, Schedule A form is only for PNP applicants.

No Schedule 4 is for PNP only
