Canada does not have its Embassies everywhere (sometimes they do have just honorary consuls). But even if they have, they put some of their offices to take care of whole region. Yes, but for you I understand PPR is when you need to send a final scan of you PP (since EU doesn't need a Visa) and they will let you know when you can pick up your CoPR (or send that to you address). Right?
And why Vienna? Isn't there a consulate in Bratislava? Or do you live closer to the Austrian border making Vienna the closest capital to you?

If one family member doesn't have visa exemption, CIC will request passport for everyone, everyone will get the COPR but only stick the visa to the non visa exempted passport.
However there won't be any additional delay as they still have to mail the COPR document for landing.
