My AoR was on Feb 1st and I've just got an email with the Passport Request.

However, there was no change on MyCIC. Background Check and Eligibility Review still in progress. Does any of you know if it's normal to go like this?

I'm not sure. I have to send the passport to São Paulo/Brazil, so I think that's my VO, right?

Not necessarily. You might be processed by Ottawa, but as you reside in Brazil, you are requested to send passports to your local VO.
But anyway, happy for you! And hope to get the golden email today as well!

It's ironic. I used to think 'BG in Progress' was a good sign. Don't think so anymore. It just seems like an Indicator that some internal process is complete.

Don't know what to think anymore as the days go by. The last month is a very long and frustrating wait.

BG in progress literally means as you read it, it means that after long wait someone finally decided to work on your application, and it is not assurance that everything is fine with your application.
either files get rejected while first processing that is with first couple of months or after the BG changes to in progress 2nd time. application don't rejected in between as no one is working on appliaction between 3rd to 5th month.
