Hello Senior guys,

Please help me understand this: When a file/one's profile gets transferred to the LVO's is it not just an instruction coming from CPC-Ottawa for them to issue the actual visa and stamp everything in your passport, rather than the LVO doing checks and making the decision about your file AGAIN? I thought CIO-Sydney andCPC-O do everything till the decision-making stage and then just correspond with the LVO on the issuing of the PPR only, or am I wrong here?

Someone please clarify this to me.....otherwise if my understanding is not correct the CIC's roles at both CIO and CPC may as well be decentralised and the LVOs can do everything till decision-making, and CIC will not really have a role to play then?

Am asking because on this forum it would seem like LVOs are fully involved in the processing, yet I thought they only come in at the PPR issuing stage, just for the convenience of it since they will be closer to the applicant/recipient of the PPR and it makes sense for CIC/CPC-O to then rope them in?

No one knows for sure how it works. We can only speculate based on trends we have observed.
Initially everyone was getting PPR from CPC-Ottawa (or most people at least) but of recent, Outlanders have been getting from their LVO. That seems to indicate that CPC will process initial stages for eligibility etc - this is evident as all applications move quickly at initial stages.

The files are transferred to LVO's for outlanders at some point, because we see varying speeds in processing once all initial checks are done. Most likely at the BG check stage it is transferred to the LVO, but then again does it really matter?

hey guys,
RPRF request is that when you don't pay for PR at first, only application fee. After, CIC informs you to pay PR fee as well.
That's the payment that you can do initially at once altogether.
Am I right?

It does not mean anything. If you check the thread "reasons for rejection" you will see several cases of refusals after RPRF.

It only means that they are working on your file, nothing more.

No, it's too simplistic to think that. In reality it means that some work has taken place on your file, it may be as little as checking whether you have paid the fees. it can be months before PPR comes after this stage. I would not read too much into it.

Wrong choice of noc, education, PCC: this is what I remember. These reasons caused refusal after RPRF.
