Am asking because on this forum it would seem like LVOs are fully involved in the processing, yet I thought they only come in at the PPR issuing stage, just for the convenience of it since they will be closer to the applicant/recipient of the PPR and it makes sense for CIC/CPC-O to then rope them in?

No, it's too simplistic to think that. In reality it means that some work has taken place on your file, it may be as little as checking whether you have paid the fees. it can be months before PPR comes after this stage.
