Also DHL does not take round fees only one way and on the other hand SGVO will not received if the return fees are not paid. Now DHL told them that they will send a note stating the fees will be collected from Kosovo upon the arrival of the passport back to them.

They are Outlanders- FSW. Took them almost 2 years to get the PPR. Do not want to screw it up.

I guess your friend can contact them and ask if they would be able to submit the PP to SGVO.
