bulk processing system for various temporary resident programs, including study permit applications. So the way chinook works is that it divides applications upon receipt into three tiers based on the complexity.
Well, one may ask, what are the factors that lead to tier 2 or tier 3? ( more and most complex cases which likely lead to refusal)
One of those is compliance among similar cases. That means if you are a Filipino national with a bachelor's degree who got admission from College A at study level 1, you are more likely to be non-compliant to IRPA or, otherwise, not a genuine student.
