the first time we applied, and approved, was in November 2015. We used the fact that he was waiting for an interview, as a reason to tie him to DR. But also little things like he was keeping his apartment and job and would be paying for his apartment while visiting Canada.

This time around was different because he was approved at his interview for PR but we are just waiting for the finalizing of the application so we requested that he be allowed to wait in Canada as a visitor.

I think its worth a shot to try.. its only $100 to apply, and lots of Dominican applicants have been getting approved for PR! make sure you include in your letter that its a dual intent visa, since he has a PR app in process

Ok perfect thanks for the info!...i have a couple of questions...i was looking at the requirements needed in the form for the tourist visa and the financial proof that he can support himself while traveling here and our marriage certificate do they have to be translated or can i send the copies without translation?...and if it needs to be translated does it have to be notorized or can i just translated myself? ..since on the application it doesn't mention anything about that?

for financial proof.. i sent copies of my bank statements to show my monthly income and explained in my letter that i would be supporting him while he is here.
The first time i applied, i sent a copy of our marriage certificate.. the original in spanish and then a copy in english.
This time I only sent the spanish copy.
I didnt have anything notarized

Yes I am planning to attend and would love to hear "you are approved" in person too.

The only reason for an interview would be if immigration has uncertainty that your marriage is not genuine but done for entry into Canada, correct?

Then I don't really need to know the exact reason my case was flagged, no?

Since our marriage over 1 1/2 years we have only been apart 100 days.
She won't let me go for too long. Plus I don't want to.

I don't think it always means they don't believe your marriage is genuine, they could have one little question that they need clarified. They also will request an interview if something from their background check showed up.

I also think they select random interviews. I'm sure everyone believes their relationship is genuine, but I am still convinced my husbands was random.

sometimes things have been started but they don't put it in the notes! I would not worry too much! Like sb414 said, if you have an interview it doesn't necessarily mean they believe your relationship isn't genuine, there could be something they found with the back ground check on the applicant or a family member or it could just be them meeting there invu quota! So try not to stress to much about it!

I can see random but some things can be cleared up via email.

I can't post urls but searching "why do they do interview canada immigration spouse" gave me some interesting links

I was ready the attached pdf that came along with the request for interview and found this:

"If you cannot communicate easily in English, French or Spanish, you must present yourself at the interview with a certified professional interpreter, capable of reading, writing and speaking English, French or Spanish fluently."

Is this correct that we have to provide a certified interpreter not them?

I could do it but I'm not certified.

no, they will have somebody there to interpret, if you need another language besides english, spanish, or french, then you need to provide your own.
