your husband is from iraq or syria?
My husband is from iraq but I'm from in different country.. Maybe thats another factor.

Erbil VAC
The process is, you go to closest VFS (in my cast it was Iraq), they sent to Amman VO, and then they issue the visa and send back to same VFS you dropped off passport, in my case it was the VAC in Erbil

My one was processed in canada, then they transfered it to amman visa office (eligibility review required).
So iam confused, is it in the embassy or the VFS for processing.
The embassy is the one that deals with the Visa/COPR.
But since its COVID they ask u to send to closest VFS, and they are the middle-man to get you the passport
no nothing new .. every time i try to contact them i get the same response that my file is in process .. it's very frustrating
