I guess what I would do first would be to log onto eCas using the information they provided in the letter to see what it says. If the information doesn't match there, then you have your answer as to whether or not it is 'real'. If you can't get anywhere with that information, you can always call CIC and they will be happy to tell you if they sent you a letter recently. That would also answer the question and validate or invalidate the letter as the case may be.
Taking the time to post the letter on the forum, while can be relieving to the emotions, won't get this resolved. If you are being scammed, you should know by whom you are being scammed. Don't you find it odd that you were told you could in fact appeal with IAD? What if this is a case of fraud and you do file for appeal with IAD. I am sure they would also be happy to inform you in the end if this is in fact a fraudulent denial letter.
