I really don't understand why on earth people from our country are dying to defame the name of nation and are willing to do any and every illegal thing to get out of the country.
Out of utmost sincerity, the suggestion given to you is pathetic in every way, even if we only consider better opportunities for you and your family and completely ignore the moral aspect for a while.
The most decent way perhaps is to apply through FSW or another standard immigration program which awards points based upon your qualifications, age, experience, earning power, language proficiency etc. It takes a couple years to process but provides you with permanent residence status and the opportunity to start over a new life. Apply now, and while application is in process, save some money so you can be comfortable when you go there and look for a job after getting PR.
The other and relatively faster option is quite rare and occasional in which if you are able to find an employer in Canada who wants to recruit you, gives you a job offer and apply for LMO on your behalf. Then you can apply for temp work permit and the process takes any where between a few months to may be a year max. But you would have a confirmed job this way before actually landing there. At any rate, temp work permit for a limited period of time and you need to get PR from being in side Canada again in order to continue living there. Also temp work permit is generally closed i.e. tied to the specific employer only and you cannot even switch employer on the same work permit / visa.
Regarding whether to use government passport or private, i am not really sure. Generally they ask for information regarding if you have held any government position or otherwise and there might be additional clearances required. Though i haven't seen any advantage of using a government passport, the question still remains which one are you technically eligible of. Just use that and it would be easier for you over all.
