Even if you can, i'd advice against it because VFS checks your application for missing documents and others and advises you on your query. all you have to do is apply early,
besides, VFS has changed their logistics fees from 875 to 4,000 BDT, so i guess they'll be using FEDEX/DHL or other courier services from here on

The Canadian High Commission in Dhaka (CHC Dhaka) does not tell you to apply via VFS. Instead it gives you a choice. Check here:

If you trust VFS and think VFS is doing a great job, then you can take your complete application package with all forms and supporting documents to VFS. Let VFS check your application, supporting documents and make sure they read all your forms and answer all your queries. Then take your complete application to the nearest Fedex office (Fedex Gulshan) and Fedex it to Singapore. VFS takes
7 to 10 days transit time while Fedex takes ONE day.
It is not always possible for every applicant to apply early, especially if their documents from Canada arrive in Dhaka very late. If you have 4 months until class starts, then perhaps you can use VFS. Otherwise use Fedex. DHL is also good but their prices are unreasonably high compared to Fedex. TNT Express is marginally cheaper than Fedex but they take slightly longer to deliver shipments from Dhaka to Singapore.

VFS forwards the application packages to CHC Dhaka. Then CHC Dhaka sends it to CHC Singapore. Besides, most of the Canada Study Permit (student visa) rules and forms have changed in June 2012. So applicants have to follow the new instructions given here:
