I know some students who got visa without submitting IELTS point. I think IELTS point should be submit if University/College who wants IELTS.
Some University like "University of Saskatchewan" & "John Molson School of Business - Concordia University" requirement is If a student complete 4 years bachelor degree where the medium of study is English don't need to submit IELTS point.
Submitting IELTS result is a best decision, if u have ability to get a min overall band 6.5 on test. Because in visa processing VO should eager to judge ur language proficiency. But he don't have a scope to judge u, coz interview is waived. So, better u prove it by IELTS result.
At last, IELTS or any other language test result submission is not mandatory by app checklist, but strongly recommended.
