Yes. Ready to finalize is mentioned in the beginning. The rest of the notes contain descriptions of the docs I sent in (for work experience, POF etc) where the analyst has constantly used the words “appears to meet”

Exact text goes like this:

R75: FSW MINIMUM REQUIREMENTS - Met R76: SELECTION CRITERIA FSW POINTS : APPEARS TO MEET
R76: SELECTION CRITERIA - FUNDS: APPEARS TO MEET FSW POINTS TOTAL : 71 READY TO FINALIZE
RPRF: COMPLETE
Thanks. This is fairly common so the officer now needs to review and then conclusively pass the Eligibility. All the best

Appreciate your reply! I did apply for a tourist visa from Consulate in New York while I was a F-1 student more than a decade ago. The visa was issued to me within one hour with a very simple paper application form, and hence I'm not aware of any UCIs. I also mentioned this record truthfully in my EE application though, and hope it won't be something I should worry about...
You are welcome, nothing to worry about. Seems like there is a UCI conflict with your old application and IRCC has to do what they call Household and correct the situation. Would not worry about it.

Hi, one more question. After conclusive pass by officer, is the file always sent to LVO for further processing or does the Centralized intake office conclude all the steps? Thanks a lot.

The CIO only conducts the R10, criminality and by this time the medical decisions are also in which are recorded. In some cases CIO may also initiate eligiblity. Most files will follow the following trajectory:

Central Intake Office - Case Processing Centre - Local Visa Office

The file can be sent to multiple offices for processing and in your GCMS notes you will see all the offices where your application is transferred to.

Finally, after the processing is done, the file is sent to LVO, which is responsible to issue you a visa. A file can also be sent to LVO for processing. It will all depend on the workload and the requirements of the file. When you receive a PPR, you will be asked to submit your passport to the LVO.

Called ircc agent today, could not understand anything on my application. He did not tell anything about eligibility, criminality and i could not ask those specific things, he was in rush. He just said we don t nedd anything from you now and just wait...due to covid there is delay...so nothing informational.
You can try calling again, send a webform to request your GCMS notes.
Getting info over the phone is always tricky, and will depend on the person who is answering. Sometimes you will come across people who are very patient and will give you everything you ask for, others may not be that cooperative.

Thank you for the thorough answer.

Legalfalcon wrote before that "When you request GCMS notes, the notes are processed for each application", does that mean that if I had 4 applications in the past I need to make 4 requests or if I request the last one it would contain notes from all previous applications as well ??

To clarify, if you have more than 1 application, you will have GCMS notes for each. When you request the GCMS notes, you have to clarify in the request the information you are seeking, usually identified with the application number.

If you ask the GCMS notes for the most recent application, it will only have the processing details of the most recent application. However, if you ask the GCMS notes for more than 1 application, mention the application number, the GCMS notes for all of them will be provided to you.

could you please shed some light on the PNP Parked due to UCI VERIFICATION notes that I'm getting? Thank you!

As a PNP applicant, when you receive a nomination, IRCC has to verify that the nomination is attached to the express entry application number you provided and pertains to the right individual. An applicant can have multiple applications, but the UCI number remains the same. Since PNP applications only ask for EE application number, and not UCI, as many applicants (who are applying for the first time) may not have a UCI number allocated to them yet, or may have more than one application number, IRCC will look into this and verify.

As per IRCC household is defined as:
Household: If there is more than one UCI for the same client, this is a data integrity issue. As there is no way to delete a record from GCMS once it is promoted, the UCIs must be linked by performing a household. When a household is done, the multiple IDs will still exist but they will be linked together.

If you do not have more than one UCI, then after verification, your application will be promoted, i.e. processed further. Many PNP applications are parked for this verification.

See https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/temporary-residents/terms-definitions.html

and search for household.

Thnak you so much for the clarification!
Now I can relax a little bit with "Many PNP applications are parked for this verification" that I'm not alone.

Hi. The PPR request will come from the LVO, other than that the processing can all happen at CIO or files get transferred. To read more about visa offices see https://bit.ly/3e3JP2q

@legalfalcon @caipsnotes

Please guide me. I am so lost!

For my April 2020 aor. Cec ( Outland dependents). I have exactly same status as July 16, 2020 that is, eligibility passed by officer. Criminality in progress and security not started.

Feb 2021 gcms tells no change at all. I don't knw if they have not touched my file since july 2020 at all, or am I missing some clue reading my gcms notes. Something cud be wrong with Criminality or security, that why taking long?

Analyst did recommend Criminality passed though, in his notes.
Should I provide a fresh PCC from backhome ? I can get in a day or two.

My other PNP paper based Pr application in process since dec 2018 have same status. Criminality in progress and security not started yet. Can it be a coincidence? Thoug I added my spouse in this application.

Most application are delayed because no one has worked on them. Check the activities and see when the last activity happened in your GCMS notes, that will tell you what is going on.

As regards criminality, if you have provided biometrics, then you need not worry. For CEC applicants, even though the RCMP runs the biometrics and send IRCC the report, many reports keep pending and are not updated.

See https://www.canada.ca/en/immigration-refugees-citizenship/corporate/mandate/corporate-initiatives/biometrics/process-steps-2018.html

You do not have to provide a PCC unless you are specifically asked by IRCC.

The criminality and security have a shelf life and if a decision on your application is not taken within the time frame, then they have to be re-done. Given that your dependents are outland, that could be a reason for the delay as your dependents will have to be sent a PPR after you receive your COPR.

Thanks a lot, FALCON for your prompt reply!

I am looking at my criminality section of both PNP and Express application's GCSM notes and I am really confused! Can you please have a look at them?

In both cases, Spouse criminality is passed but PA in progress.

There is nothing to be concerned. If you see closely, your criminality is under biometrics, and most likely they are awaiting the results from RCMP or if the results are in, then they have not been updated.

In due course it will be passed. If criminality is in progress, other stages continue to proceed as usual.
