Guys,
To order GCMS
If I have myself submitted the application and has not allowed any representative in my PR application to seek information on my behalf, and Now if I go for ordering GCMS via my friend who is in Canada. Will that be an issue?

Second, I will myself order the GCMS online via the link on CIC website under Information Act or will my friend who is in Canada needs to apply along with Consent form from my side.

Third, will CIC send him the reply over email and all my file information will be leaked to him?

Its your friend who needs to apply on your behalf. Yes they release the information to your friend that is the reason they ask you to sign a consent form.
Its an attachment to the email, Your friend cant see the information until he opens it, Now its up to you and if he is a good friend, I dont think he really wants to look into your information.
