Advice on bringing elderly parent to canada.

hello, ' I am a Canadian citizen now having gone through the process and living here 10 years. Toronto os definitely my home and my father passing away last year my mum is getting lonely and its been decided to bring her out to live here. she is 69 atm. The issue is I ended my previous career and went back to school to study and will be doing so for another year. I understand that i need to be working and earning the minimum income amount for 3 years before i can sponsor. This shouldn't be a problem once i graduate but it does push back this time 4 years already.
my questions are.
1.Can my mum come here once I have applied or will i have to wait the whole applications process and add more years onto the wait.
2. I could apply for a supervisa while I apply for the PR but the 'ties to home' concern me. She would be selling her house to come. So would that mean she would not be able to sell her house and have to leave it empty and either rent or share our rental until the PR? There would be a lot of money from the sale which would be put towards the move and living here etc...so despite the age she would be very able to pay for a life here ( although i know i have to sponsor her i was wondering if her good financial position helps?)
3. she co owns her brothers house. could she sell hers and come on the supervisa and the co ownership would count as 'ties to home'. she has a lot of friends there, but once the move is done it would be permanent and the supervisa is a stepping stone.

bring her on super visa and also apply for PR under H & C ground . I assume she is alone back home with your father passe saway and none of your siblings live back home.

yes, siblings are not in england, she does have a brother the other side of London but that is the only family there.

Remember that after you've reached the 3rd year of meeting LICO, you then need to wait a 4th year to get your income tax return before you can apply... so you really might be 5 yrs out before you can actually qualify to submit an app under parents program (based on current rules).

Agree that an app outside the parents program under H&C means, is something you can try immediately. Some on this forum have been successful with this in cases where one parent has passed away and there is no other family to take care of them. So if you don't mind paying the application fee you might as well try. Worst case it's rejected and you just wait until you qualify for the parents program anyways... best case it's approved and your mom get's PR in a much quicker time.
