When you say "late", do you mean that both parents are deceased?

How old is the sister?

Yes! Both parents were deceased. And she has been living with her since she was 12yrs. She is 19yrs now!

Has she formally adopted her sister through the court systems of her home country?

She want to confirm if that will be acceptable to bring her with her since she has nobody to be left her for if she will be relocating

Not yet done .. but she plan to do that now for her immigration purpose

To the best of my knowledge, it's too late and her sister is too old now. I don't believe the sister can be included in her PR application or be sponsored afterwards.

You may want to check with a Canadian immigration lawyer to be sure (do not use a consultant - use an immigration lawyer in Canada). However based on what I know, I don't believe this is possible.

Can you explain the reason why you think it’s too late for now? I will appreciate your swift response
