People who already received their PCCs and FBI bg cheks, can they tell if their reports were sealed and only to be opned up by the CIC people or is it more like a letter mentioning "no record found for so and so" something like that. My point is can I see what is on there before I send it to CIC... ?
 
you are not prohibited from opening the envelope. just make sure you send them all the contents of the envelope though.

To summarise what’s been mentioned

1. You need National Police Certificate- Which is from FB1 if in USA (http://www.fbi.gov/hq/cjisd/fprequest.htm )
2. Your Home Country- Which can be consulate or National Agency
3. From All states you lived for more than 6 months in USA

Some questions I have

1. Does this mean an applicant who has stayed more than 6 months in three states has to get 4 finger prints done ( one for Federal and three for states) and then apply to each state addresses mentioned in the following link

The fingerprints really depend on the state where you request the PCC... at least in NH and FL you don't need them...

BTW NH did not even give me an envelop so I did not send sealed envelops for any of the states
 
Also:
1. You need to get fingerprint for both u and your spouse (if married) and kids who will accompany you and are more than 18 yrs old.
2. If you have lived in another country (other than USA and home country), then you need to get PCC from there too.

I think he means that some states may not require fingure prints for PCCs only but ofcourse ever member of the family would have to have fingure prints done for the FBI criminal background check... as my states needed only my name and SSN to issue me a PCC... atleast thats what I understood...
