CIC no longer accepting FBI PCC from channelers?

Wuuuuut. This is outrageous.

I sent in a channeller certificate. When I photocopied it for our records, it had a VOID watermark show up and all that fancy jazz.

Was so excited today too, as I just got our SA. Anyhow, I guess it can't be helped. Better have another set of fingerprints done asap. I'm glad I saw this thread, as I never would have thought to check this. ???

You might end up being OK if you sent the channeler certificate in with the application - I'm assuming you applied in Dec or Jan (sorry didn't check your profile before replying) since you just got SA. At that time, they were being accepted, so they will hopefully honor that. Obviously there's no way to know for sure, and I'd go ahead and start the FBI process asap, but here's hoping it won't be necessary.

I did send it along with the application in January, yes. Hopefully the CIC will be cool with it, because I'm sure there are many others in the same boat. But yeah, worth the money to get the FBI one done to be on the safe side.

Otherwise, it is possible to send the rest of the application in and forward the FBI check when we get it? We had to do a background check for Germany as well, and if we have to wait for the FBI one, then that one will have already expired.

This is just a guess because it's too early to tell - but my guess is that the key date will be when it is sent in, and not when the report is dated. So if you haven't yet sent in the application, chances are you will need to get the FBI report at some point.

BUT - go ahead and send everything in anyway (including the channeler report), and also do the request for the FBI report. The first part of the process with CIC is spousal approval - while you are waiting on that, the FBI wait will have begun. Then CIC will probably do a request for the FBI report once you get spousal approval, which will take 60-70 days. That way they will have the check from Germany in time, the process will be started, and you should at most have to send the FBI report when you get it. It'll be delay, but not nearly as long as waiting for everything and sending in a complete file because you will have part of the process done.

It appears that while some Channelers say that the letter that they provide is identical to an actual FBI letter, including the blue tamper-proof paper, they are not.

The FBI no longer issues reports on blue paper (effective early January of this year).

The FBI letter that the Channeler receives from the FBI has this extra paragraph at the bottom:

This Criminal History Record Information (CHRI) is provided pursuant to 28 CFR 16.30-16.34 solely for you to conduct a personal review and/or obtain a change, correction, or updating of your record. This CHRI is not provided for the purpose of licensing or employment or any other purpose enumerated in 28 CFR 20.33.

So, maybe CIC doesn't like seeing that this letter is solely for you to do a personal review?

Reading through 28 CFR 16-30-16.34,or 28 CFR 20.33, mentions nothing about it being void for use for immigration purposes either.


And even though Apostilling the document isn't available for Canada, certification through the U.S. State Department certainly is, which you'd think would then make these letters`good enough' for CIC.

Now that wouldn't make an ounce of sense. :-\ If CIC knows anything about the Identity History Summaries they would know the point of the report is for our own personal review. The FBI website clearly posts the same exact statement. :-\

I'm really curious to see a side by side comparison of the wording. Aren't you a little curious too Ponga ;D I wonder who we could track down who's recently received a report and see if they'd be willing to scan and share, with their info blacked out.

Yours was signed by William G. McKinsey, while this letter was signed by Kimberly J. Del Greco (probably a non-issue) if they accept yours...which I hope they do!
