Is it necessary to submit State certificates or just FBI is fine?

Also, Do I have to submit police certificate for my 1 and 9 year old as well?

They will send you a letter if state certificate is required.

So just send FBI certificates right now.

As canadp mentioned, just send FBI certificate initially. The Visa Office will follow up with you if they need the state certificates.

No - PCCs are only needed for applicants over 16 or 18 years old (cut off depends on country) so they are not required for your children.
