If my CLB is 9, Will it be counted as 3 years of work experience so as to calim 50 crs point and shall I apply for pr now or wait

You can only claim points for 2 years of work experience right now. You need to wait until November if you want points for 3 years of work experience.

Are you a nurse? Doctor? You may qualify to immigrate in Canada but working in your profession may not be possible. You have to research and see whether you qualify.
