Well, we all know that CIC/IRCC is overloaded with paper based (Pre-EE) applications processing and might also focusing on Syrian refugees settlement and as a result we're experiencing low #ITAs and high CRS cut-off.
I've another theory:
CIC/IRCC publishes
biannual report with all the numbers/statistics and probably for the sake of making it a good looking report (with less # of '
Applications submitted for processing') they kept the cut-off high and now in the coming draw, which will not constitute the mid year (2016) report data, they might relax the cut-off and give higher #ITAs.
Just a thought.
