Also got my ITA under CEC (1047 points)

And now question:

When I was filling in the EE profile, I answered that I'm bringing 13000$ to Canada (didn't know that it's actually possible to say 0). Now, there is a new PR form to fill in and again same question about funds. Should I now set 0 or type in 13000 again? Will it affect my application at all since I go under CEC? :

You don't need to show funds since your ITA is under CEC.

I am not sure. I don't think it really matters! You may either change it to $0, or leave it as it is and if there is a place to upload POF, upload a letter explaining that your ITA is under CEC and you don't need to show POF!

The eligibility is checked at the time of AOR only. I know several applicants who got ITA while not completed one year of work experience. They waited for some days after ITA to make it a full year and then accepted the ITA and applied and got their PR! The same thing applies to IELTS results. When you see the results online you could enter the pool and receive ITA, although the test date on IELTS report is for a later date than ITA!

The invitation is sent out based on the score you have attained at the time of ITA. So your application must have met all requirements to claim those points both at the time of receiving ITA and AOR.

Maybe your friends got lucky because their VOs did not bother to recalculate their actual EE points (on the day they received ITA).

If one has already taken IELTS and received the scores online or applied for WES evaluation, they can simply enter the reference number and enter the pool! It is neither misrepresentation nor lying because at that time they had that degree or they had already sit the IELTS exam and received the results!

I'm graduating soon so can I put my "expected" degree in my EE profile and do the WES certification later when I graduate?

Only when your scores are out (IELTS) or educational credentials have been assessed, you can claim that in your EE profile. Both must be available at the time of ITA!

and guys one more thing, i got my ITA but i did not find a personal checklist of documents that i need to submit. How does one get them or find them? what am i missing here?

Using the online results (IELTS) or the PDF copy of the ECA report is acceptable, because that date is recorded in their systems as the date the assessment was made, and the same date will appear on the hard copy report.

Not knowing the results of the assessment of the ECA report or the IELTS test is NOT fine, because you are guessing the outcome and are misrepresenting the fact that you have an IELTS report or ECA report when in fact you don't. Doesn't matter that you applied for it or sat the test.

"Note: When you apply for permanent residence, your language tests and/or ECAs will be validated with the organization that issued them. If you give false information at any point in the process, you could be:

found inadmissible to Canada for misrepresentation; and
barred for five years from applying to come to Canada for any reason."

Saying "yes" to the ECA question and entering a wrong date and a wrong report code (reference code and report code are not exactly the same) is giving false information. There are no two ways about this.

"Under section A11.2, an officer may not issue a visa to an applicant who did not or does not meet the Express Entry minimum entry criteria (MEC) or did not or does not possess the qualifications for which they received their CRS score at the time when

the Invitation to Apply (ITA) was issued; or
the e-APR was received by CIC."

The ECA report forms part of your qualification because CIC does not accept foreign degrees on their own.

Anyone entering the pool and giving false information about having an ECA when they don't is playing a dangerous game.
