I have just read about this on CIC
How it is amazing !!!!
I expect it would be taken 18months. But most of applicant for the FSW with arranged employment would be finalized within 11 months.

Arranged Employment
Are you are an employer, and you would like to offer a permanent job to a foreign worker who wants to immigrate to Canada? You can do this with an offer of arranged employment under the Federal Skilled Worker (FSW) program or the Federal Skilled Trades Program (FSTP).
CIC gives priority to new FSW applications with a qualifying job offer.
Applicants under the FSTP must either have a job offer, or a certificate of qualification from a province or territory to be eligible for the program.
Processing times: Most FSW cases are finalized within 11 months. (Since the FSTP only began in 2013, we do not have data on processing times yet.)
Employers need to:
provide a qualifying job offer, and
if recruiting from overseas, obtain a positive labour market opinion (LMO) from Employment and Social Development Canada (ESDC).
Most foreign workers can be recruited as Temporary Foreign Workers while we process their application for permanent residence.
A qualifying job offer must:
for FSW:
be permanent, non-seasonal and full time, and
be Skill Type 0 (managerial occupations) or Skill Level A (professional occupations) or B (technical occupations and skilled trades) on the Canadian National Occupational Classification (NOC) list,
for FSTP:
be for at least one year of full-time work,
be Skill Level B (technical occupations and skilled trades) in one of the eligible occupations, and
have wages and working conditions comparable to those offered to Canadians working in the occupation.
Note: for the FSTP, the employment offer can be made by up to two employers.
If recruiting from overseas
FSWP
You must apply to ESDC for an LMO. The employment must be permanent, non-seasonal and full time. Wages and working conditions offered for the job must be comparable to those offered to Canadians working in the occupation.
FSTP
You must apply to ESDC for an LMO. The employment must be for at least one year, continuous, and full-time. Up to two employers can commit to employing the skilled tradesperson for at least one year of continuous full-time work. This means at least 30 hours of work over a period of one week.
For either program. ESDC must assess the LMO application. If a positive LMO is issued, you would then provide this, along with a job offer letter, to the foreign worker to include in their immigration application.
If recruiting someone already working in Canada
Most people who are already working in Canada can submit their FSW or FST application (with a qualifying job offer) directly to CIC to be consider ed. In such cases, they do not need to appl y separately to ESDC for a Labour Market Opinion.
There are a few exceptions, such as when the job offer is issued by a different employer than on the applicant's existing work permit.
