Can someone please clarify what is exactly is meant by the following:

applications based on which ones deserve the most attention

Clarify ? I think only NSIO can clarify. We can guess and make inferences. From the information available to us, we can conclude that

1 - Applications are being reviewed in tandem with the date it was received. i.e first come, first reviewed
2 - Complete and qualified applications are almost certainly being separated as an initial filter
3 - Applications are then prioritized again via another filter known only to NSIO to determine which of the complete and qualified applications demand immediate attention (lets say Tier 1). This is the uknown part of it as this second filter may be on the basis of the NOC code, application to other PNP programs, etc..just don't know. In this instance, complete and qualified applications that did not qualify via the second filter are not necessarily out of consideration but will be considered only after the Tier 1 applications have been accessed.

I know that the NSIO, having only 150 nominations cannot afford to "waste" a nomination on someone that will not settle in NS. This is almost certainly another criterion for those apps that qualify for Tier (immediate attention group). What they see in a settlement plan that convinces them more than others is another big uknown. Let's wait

It was indeed a very positive news for all the NSPNP applicants. It came at a much depriving stage, when most of the applicants started worrying of the Cap Level being reached.

they may be select randomly 20-25 candidate from one NOC code.

and after 150 cap reached they may transfer our file to the organizations who required specific employees and can give LMO also..

Guys don't worry CIC will come with other PNP also..just keep your files ready to send ...

guys pls no assumption until you have solid proof.. dont discourage others...

Hi guys
Good to see the pre screening going on. My application was received on 10 April (pr3142 in spread sheet line 147). I applied earlier with my IELTS academic report and by mistake i applied with old version of CIC forms. I sent another application with IELTS General report and IMM forms with new ones (as updated) again. Admin plz correct that my application was sent on 17 April and received on 22 April by Shaw. Rest are the very same. I am usually unlucky and let me see how this one goes.
Do you like to add me as a new applicant or correct in the previous entry? I am fine with anything. thanx for your support.

Q: What will happen to my application after you reach 150?
A: There has been very high interest in the RMLD. Once we have identified the 150 nominations, people will be contacted as to next steps.

Source - This is the updated, One of the Question in FAQ's of the NS official website.

Earlier it was appearing in the website as - once the cap has reached, we would either put them in the Queue & Probably consider them in the following year or applicant can withdraw on their own.

In my view, which means there is some positive news available for the full completed applications even though the cap is reached
or They might follow the older version of what they have said in the website !!

My views are purely coincidental and shouldn't be viewed as Judgemental one !

Would request well respected senior members to throw some light on this thought !

The truth is, we can only guess at this stage what will or will not happen. These updates on the NS official website is a ray of hope for all of us here.....but time would definitely tell....it always does ;D....so wait is all we can do as we keep hope alive....

Check with the courier guys and ask them that when your thing was delivered ??
They are the only person at the moment who can help you in this matter !!
