Is the NSPNP is a first come first serve basis or first come first select basis? or are the NS will select the best applicants? any thoughts?

For your query, the outcome is going to be challenging , There are some scenario's
s 1 - The nova scotia encourages you & family to stay permanently in their province, hence go through the official website for further clarification.
s2 - Some province do accept application like that , But would suggest you to take professional advise on that before taking a big decisions.
s3 - Why one would complicate themself, when everything going smooth and perfect !

One can only go by NSNP's precedence and programs rules. They stated and still state that rules can be updated and changed without warning (and they've done that like the IELTS test requirements).
