1 - Applications are being reviewed in tandem with the date it was received. i.e first come, first reviewed
2 - Complete and qualified applications are almost certainly being separated as an initial filter
3 - Applications are then prioritized again via another filter known only to NSIO to determine which of the complete and qualified applications demand immediate attention (lets say Tier 1). This is the uknown part of it as this second filter may be on the basis of the NOC code, application to other PNP programs, etc..just don't know. In this instance, complete and qualified applications that did not qualify via the second filter are not necessarily out of consideration but will be considered only after the Tier 1 applications have been accessed.
I know that the NSIO, having only 150 nominations cannot afford to "waste" a nomination on someone that will not settle in NS. This is almost certainly another criterion for those apps that qualify for Tier (immediate attention group). What they see in a settlement plan that convinces them more than others is another big uknown. Let's wait
