You won't get implied status to continue to work when your IEC ends. If you apply for an OWP in your current situation it will be refused.
30 days before your IEC permit ends is not a deadline to change status/conditions, it's a recommendation.
If you wish to remain in Canada after your IEC ends, while awaiting your ITA & eventually PR, you could change to visitor status (just make sure to apply before 21/11). If you get an ITA, once you have AOR you could then apply for an OWP.
