I assume you are a Canadian citizen or PR and are asking about sponsoring your partner through the conjugal partnership stream?

Impossible to say with such limited details if this will be successful. What country is your partner from? Can you get married there or in another country? What is the history of your relationship and the evidence you have to support a "marriage like relationship"?
 
He carries a Nigerian Passport, and is a resident in Turkey (4 years). I have travelled to turkey and spend my vacation time there with him (6 months ago) I will be visiting very soon again as he has been denied visa here. I am Canadian citizen. He applied for a visitor visa, but now thinking maybe I should sponsor him. We met online and have pictures, emails and I recently assisted his brother applying law schools in Ontario.

Get married and then sponsor him.

For conjugal you would basically need to show impossible to marry.

Once you are legally married, you can apply to sponsor him as a spouse. He can come to Canada once his PR application is approved.

It's unlikely that his TRV will be approved just because he is married to a Canadian.
It actually lower his tie to his home country.
 
If I marry him outside of Canada. Can he travel to Canada before receiving PR - basically it is a year or so from the time you apply to sponsor a spouse til the approval time. Can he visit Canada while waiting?

He will need to get a TRV approved if he wants to travel to Canada. You will need to overcome the reasons he was refused previously and put together a stronger application. Generally it's harder to be approved once you are married to a Canadian.

So good chance you will either have to spend the year apart. Or you can live with him in his home country while you wait for the spousal sponsorship application to be approved.

Conjugal is not a viable option since there's nothing stopping you from getting married.

If really she is your wife and you have all the prove why the application will be rejected?But if you don't have any prove (Phone calls,Whattsapp chat,prove of supporting her,Western union, Bank statement, airlines tickets showing that you visited her..Marriage certificate, wedding pictures etc..) They would be no problems

There is some chance of refusal if there is a huge age gap 30+ years, Interracial couple, major cultural difference, or language barrier, etc. If these red flags are present, the application should be BULLETPROOF! Otherwise they will NITPICK on every single possible proof and say OH you dont have this proof or didnt do according to traditional wedding so you must be a fake marriage. It also really depends on your luck of the Visa Officer you get...some are a bunch of racists and/or biased. Recently there was an article that the new Minister of Immigration is looking into discrimination in our immigration system due to complaints.

What is his residency status in Turkey? Is he a legal resident? Does he have a WP? Being in a 3rd country creates less ties to your home country so it is more difficult to secure a TRV or a study permit if his brother is in the same situation.
