What are the benefits and flaws (and the possibilities) of someone from Mexico (who is married to a Canadian citizen) applying for a ten year multiple entry visa to come to Canada versus the Canadian spouse sponsoring their partner from Mexico for PR (which seems most common on this forum)?

p.s. the 10 year visa is new as of 2011 and does it help to get into Canada easier?

Also, how likely is it for a person from Mexico (who has Mexican military experience) to be accepted into Canada to Join the Canadian Forces?

I know this is a lot of questions, but I appreciate your time and any help you might offer.

The visitor visa allows the person to visit Canada for up to 6 months at a time (unless an extension is requested and granted) and the person must just be visiting Canada - they cannot work or study in Canada. The multiple entry visa allows the person to visit Canada multiple times while the visa is valid. A Permanent Resident can live in Canada and much like a Citizen may work, study, live permanently in Canada etc. There's a few differences vs. a Citizen such as not having the right to vote, needing to meet certain requirements to keep the status, etc but it's closer to that that a visitor. A PR has the right to enter Canada, whereas a visitor does not.
 
As for the military when I was applying years ago I remember that you had to be a Canadian Citizen to join the regular force. Your spouse may be able to join the reserves if I am not mistaken. A quick look at the Canadian Forces website should answer your questions.
 
The visa does not guarantee entry...the IO @ POE can refuse entry...
