Change of name should be immediately notified to CIC? Because CIC says that you only need to update your contact details until CIC contacts you to start the application? should i immediately send them a letter or wait for CIC to get back to me? Which do you think is preferable?

First of all you should be close enough to the pass score. If you feel that you score in some other places - send a detailed letter stating what it is. It depends upon the visa immigration officer who is to handle the case. If he sees that you can qualify he will process it.
