As for your #4 point, I don't think they send PR cards to USA address. Immigration officer mistakenly took down my USA address and when I asked her if she can send cards to USA she did not say anything and asked for my canadian address.

I was in the same situation so I replied to the PPR email stating I can't send passport outside my country of residence and 2 weeks later they sent me the same PPR email and passport submission request from local office

I replied back to the PPR email (sent by CPCO) stating apprehensions regarding sending the passports out of country of residence, after 2 week I received a similar email for passport submission from LA

Based on this data, CIC still has 419 K inventory to process (backlog). They have been getting about over 250 K as new applications. They have met their 2015 target (as suggested by few members) & 2016 targets are still not defined. So that tells me there is no way they are going to go below...
