u can get referral letters on your past 10yr exp and even apply for the NOC which matches your past 10yes exp itself.

What does RRSP mean? can this fund be liquidated at any point of time? if so you can use them as POF.

You should approach HR with your drafted letter, which should be genuine and at the same time it should cover NOC points too.

with my experience yes.... you should have atleast some points directly from the NOC defination.
