when i reviewed the quebec selection application form i believe i saw "proof of french" requirement in the form which requires TEF test results i believe. so application cannot be made until you have TEF proof?

yes Alberta has that good program for H1B visa holders. i believe Quebec also accepts skilled worker even without job offer, however with their points system one must have good level of French. in my case, i'm an electronics engineer, but without job offer i need at least an intermediate level...
