You need the letter sent by IRCC and get your student permit at the border when you enter the country. The study permit is not mailed to you if you're outside Canada.

You could just take a supply chain management course in your country or anywhere else. Why do you need to go all the way to Canada for that? What is your justification for that?

Any number of countries qualify as foreign. Why exactly do you need to go all the way to Canada and spend thousands of dollars for that certificate?
