You can’t get a study permit for part time course. You must be full time to apply. SOWP are not guaranteed but you must be full time. You need to show funds for all family members. Kids may need study permits depending on age. Not sure why you think government would give you an allowance.

There has been a recent change in the way open work permit is being issued. You need to meet below criteria's:-
1) Be enrolled in full time course. SOWP will become invalid if you opt out of the program.
2) Your chosen course should have the benefit of post graduate work permit. If you don't then SOWP will not be issued.
3) Prove genuine relationship.

I think there is no harm in asking questions. Its just a simple question that can be answered with YES or NO

You can receive Child Tax Benefit even as a student or worker but your kid needs to be physically in Canada for at least 18 months.
18 month wait is for people on a work or study permit. Their child must be with them to qualify.
From this information a child on temperary visa will be eligible for Canada child benefit after physically staying 18 months in Canada. You can apply on 19th month with a valid student/work permit

You can be eligible for the CCB if you meet all of these requirements:

  1. You must live with the child, and the child must be under 18 years of age.
  2. You must be the person primarily responsible for the care and upbringing of the child.

  4. You or your spouse or common-law partner must be anyof the following:
    • a Canadian citizen
    • a permanent resident (as defined in the Immigration and Refugee Protection Act)

    • a temporary resident (as defined in the Immigration and Refugee Protection Act) who has lived in Canada throughout the previous 18 months, and who has a valid permit in the 19th month. If this is your situation, do not apply before the 19th month
