    Errr where did you get the idea that 10-day free LMIAs were for people who already had ITAs?... They are designed for employers to quickly obtain an LMIA in order to support an employees EE profile with an additional 600 points, at the cost of not being usable to obtain a TWP.

    Why would they care? The report just needs to be dated within 12 months when they assess the application, the reason they are advising you wait for an ITA is because they don't want people spending the money if they aren't going to be selected for an ITA soon.

    Students come to Canada to study, they can still do that. It doesn't mean you are entitled to PR or guaranteed it.

    How? Right now they would all have been removed from the pool since they've been issued ITAs. It's pretty doubtful that many, many people will be able to get LMIAs before the next draw since it's pretty difficult.
