    Why would they need to do an exclusive draw for PGWP holders? There are other people on Open permits in the same boat. If a PGWP holder can't get an LMIA then why should they receive special treatment? That would indicate that they weren't really needed in Canada.

    If a NOC is in demand then a candidate will be able to obtain an LMIA and have more than 600 total points. No need to consider NOC category for less than 600 points.

    There is no need for a quota system, as explained many times LMIA takes care of that, NOCs in demand will be far more likely to receive an LMIA or PNP nomination, giving 600 extra points and ensuring the candidate is selected ahead of an applicant who's NOC is less in demand.

    Very doubtful it'll drop to the 300s any time soon. All 600+ profiles aren't guaranteed to have been selected already since more will be added all the time. It's more likely that within the next couple of draws it'll get down to the 500s and high 400s, lots of people in the 400-500 range.
