PCCs are only valid for a year, and your PCC is valid for two more months. You should get a new PCC for yourself and your wife (in case her PCC is also 10 months old).
You can get your Medical done in India. I am not sure about the PCC, in my opinion, you should do it in Canada once you are back. It takes two weeks for Central Canadian provinces and can be obtained in a day if you are located near Toronto or Vancouver.
You should focus on getting you language scores to between 7 and 8 in each category. For CEC applicants their language score makes a whole lot of difference in their overall points. Also, you can try out taking CELPIP, It seems it is a tad bit easier than IELTS.
Okay, that makes sense. They have run out of their yearly intake quota. Well, they start again in 2020, that's like in 3 months or so. Get your documents in place in the meantime and apply for OINP when the opportunity arises.
You still have to apply through EE after getting your provincial nomination. There are many PNP programs and they mostly vary from province to province, so I do not understand why they would be closed for the year.

It is better to do another medical exam since the last medical will be valid until May 2020. If you were to get your AOR by next month, you may or may nor have your application completely processed by April 2020.

I do not think you would get an invite with a score of 375, it is too low. The last few cutoffs have been around 460 or so. You get 0 points for your age, which is a huge issue here. It is better to try through PNP.
