    Just do the math. The weekly influx of candidates in the pool for that last draw hasn't changed. The score only dropped because it was a B2B, so the pool only had 50% of the usual time to be refilled.

    I suspect the vast majority haven't received PPR yet simply because they were not able to take biometrics up until now. They received the BIL, but the VFS centers are still closed in their countries.

    It's more likely that you choose 2 skills CLB7 and 2 skills CLB5-6, which would indeed get you 3+3+1+1 = 8 points. Double check on that. I did mine calculation, and the bilinguism is being correctly calculated.

    If the +15 points becomes official, yes. I don't see how it could possibly drop. About 1/4 of the invitations (before this change) was towards people with Canadian Education, 1/4 is just A LOT when it comes to Express Entry.
