You should have sent Bachelor and masters both at the same time. They want to see what course have you done before masters degree and what was the length of the course, its logical, that's how they will evaluate. Yes you still need fund to show CIC "Unless you are currently authorized to work in Canada and have a valid job offer from an employer in Canada, you must show that you have enough money to support yourself and your family after you get to Canada". Doesn't matter you are eligible for CEC or not.
