    I don't think it's necessary...Just explain to them why you don't have it, should be fine. Lots of people submit without an option C.

    No no no, you definitely want to get the FBI stuff rolling (fingerprints) before you do the medical. Wait til the last possible minute to do the medical. And yes, they hold the medical info until they receive the application and match it up.
