I think this delay It is not exactly because of the name change. I dont know exactly what is the reason for delay but at least I have seen 2 of my friends get there passport less than 10 months even they changed there name

I passed the test February 2018 and passed 18 months from beginning. I contacted to the everyone who can give me information about this slow process but was useless. Just wait, follow the process and in touch with them .
