You can leave without the PR. but you cannot return to canada without it. in case you want to go back before you get the PR u need to submit travel Document Request

exactly but what i am inquiring is that i did my landing have my PR still didnt open a bank account. can i open one while here in beirut? is it the same process as for people who didnt land yet?

ahh ok i c.. they have also accounts for immigrants (during the first 3 years) i thought this is the same type of account. "Back".. i landed and now back to lebanon for some time just to manage and settle my stuff here before going back to toronto.

Regarding federal part, you can live anywhere, as for Quebec as to my knowledge, you need to live the first 2 years in the province before you can move elsewhere but this thing is not mentioned on any page at CIC.

ya you cant .. usually you get the paper from courier then you go to national security to get the clearance papers. so it seems bucharest apps are processed in beirut or they have new system.

ya true.. ours was decision made also before passport request. regarding the issuing of the visa probably they didnt transfer the whole application just the tasks.. since beirut officers are not fully trained and with the number of apps it would have been over the limit.
