i full agree with you i also read on the website somewhere that if your pcc is more than one year old the visa office may ask for a fresh pcc , but it did not say fresh pcc from all the countries that you have spent 6 months or more

No you do not need to ask the dmp to send the medicals to delhi or colombo..... they will automatically sent to the regional medical centre assigned to medicals done in India
