Randomly reading threads. If you want to call a Canadian number and you are in the US you can use Gmail. All calls between US and Canada and vice versa are free.

Why don't you apply for Outland then? Though a family member getting sick is always possible, it doesn't happen to everyone so you shouldn't worry about things that might not even happen.
